Peru: Technical workshop “Training on NAMA development”

This workshop took place within the framework of the capacity-building programme of the International Partnership on Mitigation and MRV. It was jointly organised by the Peruvian Ministry of the Environment (MINAM), the United Nations Development Programme (UNDP) Low Emission Capacity Building Programme, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and the Mitigation Momentum Project. All entities were supported by the International Climate Initiative (ICI) of the German Federal Environment Ministry (BMU).

The workshop aimed at identifying the key steps to be taken for the development and implementation of specific NAMAs in three sectors in Peru.

It therefore comprised a two-day NAMA training which used a stepwise and systematic approach that guided participants from an initial background analysis to the final implementation phase, taking the different design options and financing needs into consideration. Workshop participants discussed specific mitigation concepts and corresponding implementation barriers more in detail for three prioritised sectors: bioenergy, transport and construction materials.

An initial conclusion from the workshop is that there are a variety of promising upcoming initiatives  in the field of NAMA development in Peru. Work for coordinating the different stakeholders involved, such as clearly defining next steps and the corresponding responsibilities, still needs to be taken on. Platforms for intersectoral cooperation play a key role in this context and should be promoted further to identify synergies and generate common efforts towards a path of low-carbon economic growth in Peru. One example is the Planning for Climate Change Project (PlanCC), which forms part of the Mitigation Action Plans & Scenarios (MAPS) programme and involves different public and private stakeholders to establish the evidence base for a long-term transition to a climate compatible economy.
